Bomb wounds train passengers as Pakistan goes on high alert

ISLAMABAD (Reuters) - Pakistani police scoured hills surrounding the capital Islamabad and sent additional units to protect key installations on Monday amid tightened security ahead of a major Muslim holiday and after a bomb wounded 14 people on a train.

Police and soldiers go on alert every year in the closing days of the holy Muslim month of Ramadan, which this year coincides with a global security alert issued by the United States which closed more than a dozen embassies in the Middle East and Africa following an al Qaeda threat.

"We have beefed up security in Islamabad, particularly at the Faisal Mosque since there is a security threat," Mohammad Rizwan, a senior police officer, told Reuters.

"We have also combed the Margalla Hills, setting up pickets at certain points."

The mosque is the largest in Pakistan and sits at the foot of the majestic Margalla Hills, the first foothills to the Himalayas.

The bomb exploded on a train travelling between the southern financial hub of Karachi and the ancient city of Lahore, capital of Punjab province. No one was killed.

It was unclear whether police were hunting a specific target or whether the increased security was a reaction to an embarrassing jail break last week in which more than 250 prisoners were freed from jail in a militant attack.

Pakistan's police are notoriously under-equipped, poorly trained and under-funded. Security forces sometimes resort to blanket bans to counter potential threats, for instance by banning motorcycles or shutting down telephone networks.

WASHINGTON (AP) ? The top Republican on the Senate Intelligence Committee calls it the "most serious threat I've seen in a number of years."

Sen. Saxby Chambliss of Georgia is describing "the chatter" detected by U.S. intelligence agencies that led the Obama administration to order the weekend closure of 21 U.S. embassies and consulates in the Muslim world, and issue a global travel warning to Americans.

Chambliss tells NBC's "Meet the Press" that "there's an awful lot of chatter out there" and he says it's "very reminiscent of what we saw pre-9/11."

He says it's critical that "we do the right kind of planning."

Agriculture sustainable way of making a living, says GBM - Daily Mail

MINISTER of Defence Geoffrey Mwamba has urged Zambians to venture into agriculture as it is a sustainable way of making a living.
And Vice-President?s wife Charlotte Scott, has described this year?s 87th edition of the Agriculture and Commercial Show as an eye-opener for farmers to diversify crops and adapt to climate change.
Mr Mwamba, who pledged Government?s support towards the sector, said agriculture is the mainstay of the Zambian economy.
?Why should we allow foreigners to take over the agriculture sector when we are able to work more than them? In fact, I have been informed by the Minister of Agriculture and Livestock that there are various support programmes for farmers,? he said.
Mr Mwamba was speaking in Lusaka after touring stands at the Agriculture and Commercial Show yesterday.
The 87th edition of the Agriculture and Commercial Show is running under the theme ?Business in a changing environment?.
The minister said it is time Zambia became a nation of producers to feed the entire nation and export excess produce.
Mr Mwamba, who described the exhibitions at the show as impressive, said he has been encouraged to venture into agriculture in Kasama.
Mr Mwamba expressed optimism that this year?s show will be a success and toured nine local stands.
The minister arrived at the showgrounds around 09:40 and was met by Minister of Agriculture and Livestock Bob Sichinga and other senior Government officials.
Mr Sichinga said his ministry targets to produce 150,000 metric tonnes of fertiliser for the 2013/2014 farming season.
He said 70,000 tonnes of fertiliser will go towards the Fertiliser Input Support Programme (FISP) and the rest will go to the open market.
And Dr Scott said apart from farmers adapting to climate change and conservation farming, this year?s theme will help business people to diversify in their marketing strategy.
She said she was impressed that both farmers and business people have come up with new ways of doing business.
She pinpointed companies like Zesco, who are working tirelessly to meet the demand for electricity countryside, mitigate load shedding and build more hydro-power stations.
Dr Scott was also impressed with young farmers from rural areas who she said have more information and knowledge on climate change.
She commended NIPA for coming up with degree programmes and building a modern library.
She arrived at the Show Grounds around 09:10 hours and toured eight stands in the company of show society past president Elizabeth Nkumbula.

Factbox: States all over the map on Obamacare prices

(Reuters) - U.S. states are showing wide variations on the cost of new insurance plans under President Barack Obama's healthcare reform, fueled by the way Obamacare's supporters and detractors describe those prices.

Below are details of how different states arrived at their rate statistics for 2014.

STATES SUPPORTIVE OF OBAMACARE

California: Rates in plans available to individuals will range from 2 percent above to 29 percent below the average 2013 premiums that small employers pay in California's most populated areas. Critics said that when compared to plans currently available on the individual insurance market, the new rates will be far higher. California officials said such a calculation does not take into account the new requirements of Obamacare plans, including wider benefits and a ban on rejecting people due to prior illnesses.

New York: Approved rates for the plans closest to the ones on the market now - the highest tier "gold" or "platinum" plans - are at least 53 percent less than previous rates. Only about 17,000 individuals currently buy insurance directly in New York and the state is counting on 1 million to sign up in the next 3 years, a contributing factor in the price reduction. New York's prices, which start at more than $1,000 per month, have been higher than the national average in part because of existing regulations requiring insurers to take all applicants regardless of health.

Maryland: In a July 26 announcement, Maryland's Insurance Administration focused on the fact that it had lowered rates by about 33 percent during the rate review process by taking an active role in discussions with health insurers. But when compared to the average price of 2013 products, insurer rates are set to rise in a range of 4 percent to 15 percent. The state's pressure on insurers has led Aetna Inc to drop out of the exchange rather than cut its proposed 2014 rates by 29 percent.

STATES CRITICAL OF OBAMACARE

Ohio: Ohio's Department of Insurance said this week that individuals buying health insurance on the exchange that the federal government is running for the state will pay an average of 41 percent more than they did in 2013. This represents an average of the cost of currently-sold policies at the end of 2012 and those submitted for the exchange.

Florida: Florida's Office of Insurance Regulation said that rates for individuals will rise about 30 to 40 percent next year over prices it estimated for the current individual market. Because policies in the state vary so much in coverage terms, the regulator's office modeled a fictional plan for the current market that assumed the same coverage requirements under Obamacare and compared that with proposed rates for a mid-tier, or silver, plan in 2014.

Georgia: Georgia's Department of Insurance said that rates could rise as much as 198 percent over policies now available to individuals. Officials said that the insurance premiums for a 25-year-old male currently in a high-deductible plan would rise up to 198 percent in 2014 and rates for many others could rise by 20 percent to 100 percent. The government has said that young males, who traditionally have paid the least for insurance, will probably pay more next year as underwriting standards change.

Fox sitcom 'Dads' blasted weeks before its debut

BEVERLY HILLS, Calif. (AP) ? It doesn't debut until next month, but the Fox sitcom "Dads" is already taking heat in early reviews for being crass, sexist and exploiting racial stereotypes.

Facing reporters Thursday, its stars and producers defended the show as focusing on human frailties for the sake of laughs and enlightenment. They vowed to refine it, as needed, as the season unfolds, and asked its audience not to rush to judgment.

"In the pilot (episode) we all noticed some things we'd like to change or tweak moving forward," co-creator Alec Sulkin said at the session of the Television Critics Association. He acknowledged they may have "missed the mark a few times" in the pilot.

"The first six episodes, you're improving your pilot," said Mike Scully, another executive producer whose credits include the once-excoriated "The Simpsons."

"I think you're going to notice a change in the tone and balance," Scully said.

Yet another executive producer of the series is Seth MacFarlane, who wasn't present at the session. His animated comedies, including "Family Guy," have won him popularity as well as criticism for their rawness.

"Dads" centers on two friends, played by Seth Green and Giovanni Ribisi, whose politically incorrect fathers re-enter their lives and disrupt them. The raucous, loose-lipped dads are played by Martin Mull and Peter Riegert.

"Historically, television has been a provocative medium. It's a medium we look at to observe ourselves," said Green, before noting that the show has "some disparaging portraits of white men."

"Dads" premieres Sept. 17.

Slovakia's Roma face new alienation: being walled away

Across the country, communities are building walls nominally to stop crime, but effectively they isolate the Roma, or gypsy, minority.

The record of using walls to quell tensions between antagonists is not a good one ? whether in Northern Ireland, Iraq, or the present-day West Bank. And in this region, which once sat behind the Iron Curtain and witnessed the Holocaust firsthand, walls and fences come with their own connotations.

But walls are being erected across Slovakia in a new phenomenon highlighting an age-old problem: tensions between the predominantly Slav majority and the Roma, or gypsy, minority.

Plaveck? ?tvrtok, located just 20-odd miles north of the capital, Bratislava, is a clear example. Some 700 Roma live in a ramshackle settlement on the outskirts of this small Slovakian village. But even as they comprise about one-third of the community's population, they are separated from the rest of town by a series of walls and fences.

Across Slovakia, some 14 walls have been erected since 2008 segregating Roma communities from everybody else. And they are not solely the province of tiny villages. Early last month, one such wall was even erected between two public housing complexes in the country?s second largest city, Ko?ice ? not the best publicity for a city which was named a European Capital of Culture for this year.

Plaveck? ?tvrtok?s walls are not nearly as imposing as some elsewhere in the country, the poster-child of which is in Ostrovany, where the stark 150-meter-long barrier has drawn comparisons to the Berlin Wall. Still, Plaveck? ?tvrtok ? whose name that translates as ?Swimming Thursday? ? serves as a sort of microcosm of the complex social, political, and economic forces that drive tensions between the Roma community and others.

On many fronts, the picture is even clearer given the village?s small size. Whereas Roma ghettos in larger cities are often comprised of rundown public housing projects, the Plaveck? ?tvrtok settlement is little more than a series of self-constructed shanties, lacking ?running water, sewage, or heating.

Much like elsewhere in Slovakia, the walls here were ostensibly constructed as deterrent to crime in the areas abutting the Roma settlement, but have not had their intended effect.

?Things are worse,? says Mayor Ivan Slez?k.

Roma in Slovakia

Across much of Europe, Roma are perceived as an undesirable underclass. In Central and Eastern Europe, feelings are particularly strong as poverty is deeper and ethnic Roma populations are much larger.

Some 70 percent of Slovakia?s working-age Roma males are unemployed, according to the Budapest-based European Roma Rights Centre (ERRC). Census data is considered questionable, but a recent government study found that between 6 and 8 percent of Slovakia?s population is Roma, among the highest proportions in Europe.

Dezideriu Gergely, the executive director at the ERRC, says that in recent years the discussion of Roma issues has increasingly moved away from socio-economic issues and towards being ?securitized.?

?There is a link made between the Roma community and criminality,? he says, something that contributes to the ?simplistic approach? that sees walls as guarantors of security.

Anti-Roma rhetoric, formerly reserved to right-wing groups, has become increasingly mainstream across the Continent, he added, pointing to former French President Nicolas Sarkozy and former Italian Prime Minister Silvio Berlusconi in particular. ??

A troubled village

Unlike the public funds spent elsewhere, in Plaveck? ?tvrtok town officials granted permission to construct the walls and fences, but it was done on private property and using private money. Now, Roma are forced to circumnavigate a nearby neighborhood to reach a grocery store and medical clinic. Children linger near a major road rather than the smaller lanes that weave their way through houses.

?There are also a lot of old people and they are not strong enough to make it to the shop or health center now,? says Jana Zemanov?, a resident of the Roma settlement. ?The wall is no good.?

While the wall may be the most physical manifestation of larger problems, there are many more in Plaveck? ?tvrtok, including trends that parallel the so-called ?white flight? from many American inner cities in the second half of the past century. As the proportion of Roma in the public schools increased, other children increasingly began attending school in other nearby towns. The general achievement level of students declined, thus driving more children to other schools. The domino effects are evident as future generations are unlikely to feel ties with the rest of the community. ?

?The life of these teenagers is transferred to the other towns and villages, and that's why we don't have any young people here,? Mayor Slez?k says. ?We even tried to organize a dance club, but nobody came because they don't know anybody else there.?

The Roma settlement sits over several natural gas pipelines, and national authorities cite safety concerns as they push Slez?k to relocate it. Where those 700 Roma are supposed to live, and why nearby homes owned by non-Roma do not need to be relocated, is less clear. While the settlement has been there for decades, almost all members of the Roma community lack formal deeds to the land they live on, complicating any effort to fight back. Such problems are common in informal settlements across the world, such as Brazil?s favelas.

?We lived here 300 years ago,? says one Roma woman who refused to give her name. ?We grew up here and we won't move.?

The mayor has his own set of complications to deal with. Slez?k says he has no single leadership representative in the Roma community whom he can consult ? a situation made even more difficult by the four distinct clans that populate the settlement. Furthermore, each election cycle sees new national governments launch their own studies, then initiate policies just in time to be voted out of office and start the process over again, he says.

?Trends reflect the governments? inability to implement their own policies,? the ERRC?s Mr. Gergely says. ?At the end of the day it comes down to political will.?

Artistic protest

Where political will has failed, some artists and musicians are seeking to pick up the slack. Not unlike the American Civil Rights Movement, the cultural community has taken up the issue ? including Tom?? Rafa, a Slovak-born artist now based in Warsaw. He is leading a project to paint the walls that set apart Roma communities as a means of protest that also beautifies these stark structures.

While the threat of legal action ? specifically, charges of destruction of public property ? prevents the naming of exactly who paints the walls, Rafa films the happenings and posts them online. The project?s name, the Walls of Sports, and its gestation began as a way to mock the ostensible rationale of a wall constructed in the eastern Slovak town of Michalovce. Authorities claimed the wall was needed to delineate a clear area for young people to play sports.

?The town proposed that children play sports by this wall of segregation,? Mr. Rafa says.

In response, Rafa collected a group of Roma children and played a soccer game on the grounds. He continued with the painting and video project ? which, when it targeted the wall in Ostrovany in particular, ?generated some big discussion." India relaxes investment rules for foreign supermarkets

AFP - India on Thursday relaxed foreign investment rules in the lucrative retail sector, the commerce minister said, in a renewed reforms push aimed at wooing global supermarket chains.

Premier Manmohan Singh's government allowed foreign supermarkets to establish 51-percent joint ventures in the country in September 2012, but experts cautioned that restrictive conditions would deter retailers from investing.

Commerce minister Anand Sharma said foreign retailers will be allowed to invest 50 percent of an initial mandatory investment of $100 million to set up "backend infrastructure" within three years, but the government would not insist on further such investments.

Sharma added that the cabinet had also decided to overturn an earlier rule that only allowed foreign retailers to set up shop in cities with a population of at least one million people.

Several multi-brand retailers including Walmart, Tesco and Carrefour have expressed interest in India's huge consumer market but have run shy since September's announcement, citing difficult investment conditions.

India's once-galloping economy has slowed sharply in recent months and the embattled Congress-led government is keen to revive growth before facing voters in a general election that must be held by May 2014.

Thursday's cabinet meeting also gave clearance to pro-market measures approved partially last month, including raising the ceiling on FDI in the telecom sector from 74 percent to 100 percent.

The cabinet abolished the need for government approval for up to 49 percent foreign investment in single-brand retail and petroleum refining.

It also decided it would sell a 10 percent stake in the country's biggest refiner, Indian Oil Corporation (IOC), the Press Trust of India reported, citing unnamed sources.

Foreign direct investment (FDI) in India is seen as vital to reducing the deficit and spurring growth, as well as improving the country's creaking infrastructure and providing jobs for its millions of young people.

Economists say India needs to cut red tape, slash inflation, reduce widespread corruption and speed up project approvals to lure investors.

WASHINGTON D.C. August 1, 2013 -- Reaching a clinic in time to receive an early diagnosis for cancer -- when the disease is most treatable -- is a global problem. And now a team of Chinese researchers proposes a global solution: have a user-friendly diagnostic device travel to the patient, anywhere in the world.

As described in the journal Biomicrofluidics, which is produced by AIP Publishing, a team led by Gang Li, Ph.D., from Shanghai Institute of Microsystem and Information Technology at the Chinese Academy of Sciences, is developing a portable device for point-of-care diagnostic testing to detect cancer at its earliest stages. It identifies cancer biomarkers, which are biological indicators of the disease that often circulate in the blood prior to the appearance of symptoms.

The new device is based on microfluidics -- a technology that has rapidly expanded over the past decade and involves miniature devices that tightly control and manipulate tiny amounts of fluids for analysis through channels at the micro- and nano-scales.

Researchers value microfluidic technology for its low cost, speedy analysis of fluids and non-turbulent flows, and small footprint, Li said.

Inexpensive and easy-to-use, the Li team's device eliminates the need for an external power supply by relying on a specially fabricated pump to sample reagents and move fluids through microchannels.

"Our device is well suited to helping early diagnosis in resource-limited settings where no mechanical pumps or power sources are readily available because it is portable, affordable, sensitive, and specific, and delivered by technology with a user-friendly analytical platform," Li said.

He noted that the specialized pump can be prepared in advance and stored in an air-tight package. To further suit it to low-tech, rural or field conditions of use, the device allows users to read results with the naked eye or a digital camera, eliminating the need for any expensive and complicated equipment.

Dear Terrified: You sign your letter as "terrified" and say you are having nightmares. You should not go into your wedding day without your future husband knowing about this risk. This falls into the "full disclosure" clause of the marriage contract. Wouldn't you want to know if your fiance was wrestling with a similar issue? (You would.)

Do not communicate further with your ex and do not involve his friends or your guests.

Hire a professional, reputable security guard with experience. Provide a photo of your ex and ask the security person to politely, discreetly and quietly escort "Steve" to the curb if he shows up. One low-key professional security person (dressed in street clothes) can take care of this -- and any other issues that might arise at the ceremony or reception.

Dear Amy: My 19-year-old dog sitter flooded our bathroom floor while we were away, and it damaged the ceiling of the condo below us.

By her own admission, it was her fault, caused by pointing the shower head out the shower door. The plumber says he doesn't even understand how (or why) she did it.

We just moved into the building, so besides the $400 plumber costs and repairs, it also damaged our relationship with the neighbours. I don't know why she was showering in our home.

Dear Mom: You are correct: People do make mistakes. And this was a doozy.

You should deduct the amount you would have paid for dog sitting from the total amount for repairs. Tell the girl you understand that she made a mistake but that she owes you the remainder (or your insurance deductible, whichever is less).

She might be able to repay you by dog sitting a few times -- if you can risk it.
