China launches audit as debt worries grow

Local governments in China have spent big on infrastructure. Beijing wants to find out just how much.

In order to find out, the Chinese government has launched a review of all public debt, according to a one-sentence statement posted on a government website.

The audit, which will begin Aug. 1, is the third effort in as many years to "take the pulse" of China's debt problem, according to state-run news agency Xinhua.

Analysts worry that China's credit boom has saddled unworthy businesses with large loans, fueled the country's shadow banking system and put local governments on the hook for trillions. Due to lax accounting and transparency standards, it's difficult for outside analysts to estimate the size of the problem or quantify associated risks.

"It is a little unsettling that the government has to do an audit at this late date to determine the full extent of local government indebtedness," said Jim Antos, a China bank analyst at Mizuho Securities. "This suggests that the full scope of borrowing has not been revealed."

As Chinese economic growth drags, concerns are mounting over the ability of local governments to repay what they owe. If city and provincial officials are unable to meet their obligations, the central government will likely be forced to bail them out.

That means very few municipalities will default, Fitch Ratings analyst Terry Gao said. But a wave of bailouts could strain Beijing's finances.

"The central government [has] the willingness and ability to prevent [defaults] from happening," Gao said. Fitch currently estimates that total local government debt is in the 15 to 18 trillion yuan ($2.5 to 3 trillion) range.

China's national audit office plans to suspend all other projects in order to conduct this "urgent" investigation, according to People's Daily, the official newspaper of the Communist Party.

It's worth noting that the credit worthiness of local governments can range widely. With 34 governing bodies at the provincial level, 333 at the prefecture level and more than 2,800 at the county level, local finances are all over the map.

By the end of 2010, Beijing reported 10.72 trillion yuan ($1.7 trillion) of local and regional government debt. In June, the government sampled debt levels in 36 select governments and found their average debt had increased 13% between 2010 and the end of 2012.

China's borrowing binge has had its benefits. When the global financial crisis hit in 2008, the government ordered the credit lines open. Banks and other lenders responded, funding massive building and infrastructure projects.

The sharp increase in debt has drawn the attention of Chinese officials.

In March, central bank chief Zhou Xiaochuan said that the country needed to pay attention to local government financing vehicles, as 20% of loans could be considered risky.

Even former party officials have stepped into the conversation. Former finance minister Xiang Huaicheng said in April that China's local government debt may clock in at over 20 trillion yuan.

That same month, Fitch Ratings cut one of China's key debt ratings, because of growth in the nation's shadow banking system and a surge in easy credit. To top of page

Give us the numbers, Bank of Canada

The most recent interest rate announcements from the U.S. Federal Reserve, the European Central Bank and the Bank of England all featured new information about how these central banks would respond to possible future developments. Last week, in its first communiqu? under new Governor Stephen Poloz, the Bank of Canada also added words about the path we should expect its overnight-rate target to follow as the Canadian economy returns to more normal conditions.

These statements got lots of attention. Each central bank was trying to fill a gap between the very low interest rates most people expect for quite a while and the higher rates appropriate to the more robust economic growth everyone hopes eventually to see. So far so good ? but a better way to fill that information gap would be by publishing the expected policy interest rate path, complete with actual numbers and dates.

These policy interest-rate announcements are key statements of central bankers? thinking about the outlook for the economy and inflation. Since the 2008 crisis, there hasn?t been much doubt, for most central banks most of the time, about an individual rate setting ? they have been holding interest rates stable and very low to keep economies struggling with damaged banks and weak private sector confidence afloat. The news in the announcements has been much more about how central banks describe their future actions, and what might lead them to change rates.

Adding yet more detail to these latest versions made sense. As time passes, the problems created by apparently endless cheap borrowing are worsening. In Canada, as elsewhere, households and governments are going into the red to finance housing and consumption ? boosting short-term spending, but drawing resources away from investment and hurting the prospects for long-term growth. The Bank of Canada has been warning, albeit in its typically measured phraseology, that when interest rates do rise to more normal levels, those households and governments will get a nasty shock. But as the C.D. Howe Institute?s monetary policy council has noted several times, the Bank of Canada?s approach has problems.

One is that the bank starts sounding like the boy who cried wolf. The longer it warns that rates must rise without actually raising them or even saying when, the likelier many Canadians are to ignore it. Among closer observers of monetary policy, repeated warnings about higher interest rates raise fears that the bank is tying its hands. It?s clear that faster growth and higher inflation will push the policy rate up sooner and further. But what if growth and inflation fall ? does the commitment to a higher rate over time mean the bank wouldn?t drop it in response?

While the added detail in the most recent statements does give a bit more forward guidance about policy interest rates, the crying-wolf and tying-of-hands problems remain. To progress further, the Bank of Canada and others should follow the lead of counterparts ? the central banks of New Zealand, Sweden and Norway ? that publish the path they expect their policy interest rates to follow: actual numbers on actual dates.

Such a step looks dangerous to the central banks that have not yet taken it. Wouldn?t such explicit statements tie central bankers? hands more tightly? And wouldn?t a delay in an explicitly mapped rate worsen skepticism that a wolf exists?

Probably not. Smart central-bank watchers understand that all forward guidance is subject to change in the face of new information about the economy and inflation. Central banks can underline this point by publishing, as those of Sweden and Norway do, a chart showing bands of uncertainty around the rate. And any concern that revising an explicit forecast would undermine confidence in central bank competence would likely vanish with experience. We know the Bank of Canada can?t see the future. But we do know its monetary policy matters, and we do want as much information as we can get about how it sees the future unfolding.

The extra words in recent statements are helpful, but still inadequate. The gap is too big between actual low interest rates now and vague statements about higher rates in the future. Publishing an explicit path for the overnight interest rate would fill it. It?s time for the Bank of Canada to give us the numbers.

Nope: The iPhone 5S is Not Launching at September 6th Event

iPhone 5 twoThis morning, a report originating from German website iFun [Google Translate] (via MacRumors) suggested that Apple could launch its next-generation iPhone 5S at a September 6th media event. We were immediately cautious about this rumor because of its unproven source, and our assumptions proved to be correct.

The well-connected Jim Dalrymple of The Loop has put this rumor to bed with a simple ?nope,? and that?s that. Nevertheless, a September ? October timeframe for release is still anticipated. When do you think Apple will pull the curtains back on its next iPhone?

ANN ARBORVeterans participating in extended outdoor group recreation show signs of improved mental health, suggesting a link between the activities and long-term psychological well-being, according to results of a new University of Michigan study.

Veterans were surveyed before and after a multi-day wilderness recreation experience, which involved camping and hiking in groups of between six and 12 participants. More than half of participants reported that they frequently experienced physical or mental health problems in everyday life.

One week after the experience, veterans reported a greater than 10 percent improvement in several measures of psychological well-being, a 9 percent increase in social functioning, and a nearly 8 percent gain in positive life outlook. In some cases, the results persisted over the next month.

"The findings suggest that extended group-based nature recreation can have significant positive impacts on veterans struggling with serious health problems," said Jason Duvall, a research scientist at the U-M School of Natural Resources & Environment and one of the study's lead authors. "Although more research is needed and many questions remain, the use of extended group-based outdoor recreation programs to ease veterans' transition back into civilian life seems to be a promising approach."

The Sierra Club, a grassroots environmental organization, operates the Military Family and Veterans Initiative, which focuses on providing military service members and their families with access to outdoor experiences. The Sierra Club wanted to know whether these efforts were making a difference in the lives of veterans. The organization commissioned the study and selected SNRE because of prior research by Duvall and co-author Rachel Kaplan, a professor at SNRE, on the links between mental health and contact with nature. While both anecdotal and experimental data suggest exposure to green environments is beneficial, few studies have examined the impacts of these programs on veterans specifically.

"The Sierra Club knows anecdotally the mental, emotional and physical benefits that come from spending time in nature, particularly for returning service members for whom the outdoors can be integral to their reintegration," said Stacy Bare, Sierra Club mission outdoors director. "The results of the University of Michigan's study reinforce these beliefs and support our efforts to make these types of experiences available to more people."

Comments by veterans supported the survey conclusions.

"This trip helped me to reevaluate what's important in life," said Tim, a 52-year-old Navy veteran. "It was nice to live a week without being 'plugged in' and take in the great outdoors."

"It helped me to remember who I was and enjoy something I haven't in a long time," added Dan, a 39-year-old Army veteran.

Helping veterans cope with these issues has become important in recent years given the demands placed on military personnel and their families. In response, a number of outdoor recreation groups such as the Sierra Club, through its Military Families and Veterans Initiative, developed group-based nature recreation programs targeting veterans.

Veterans may identify more strongly with activities outdoors that involve physical challenge, camaraderie and achievement of an objective experiences that are shared with their military service. As a result, the approach used by these programs may be more appealing than conventional clinical treatments when it comes to dealing with mental health issues.

"The excursions are a supportive environment because in many ways, they recreate many positive aspects of the military experience," Duvall said. "They are outside, in a group, sharing similar mental models and, in a sense, on a mission. In that scenario, the impact of the natural environment might be heightened."

The Sierra Club chose four partner organizations as part of the study group: Higher Ground (Sun Valley, Idaho), Wasatch Adaptive Sports (Snowbird, Utah), Wilderness Inquiry (Minneapolis, Minn.), and Women's Wilderness Institute (Boulder, Colo.). Combined, the groups offered 12 programs lasting four to seven days. The excursions generally did not include formal, structured psychological counseling or therapy. Instead, the emphasis was on the outdoor programs, from fly-fishing, kayaking and whitewater rafting to backpacking and paddling.

The study sample was 98 veterans. They were surveyed one week before, one week after, and about one month after participating. In addition to assessing demographic and background information, the survey itself measured changes in psychological well-being, social functioning, life outlook, and activity engagement over time.

Another key result was that after the experience, veterans were more likely to take part in activities that involved exploration (such as learning new things or testing abilities) and helping others. The changes in well-being were also particularly strong for veterans who had initially reported more severe ongoing health issues, with the magnitude of improvements often 1.5 times that of those with less serious health problems.

"Veterans with more serious health problems seemed to benefit most," Duvall said.

The Wunderlist apps for iPhone, iPad, and Mac have been updated to add support for Files, a new feature aimed at Pro users. They've also announced new Team Pricing for businesses as well as some updates and enhancements for all users.

Wunderlist explains Files as the ability to attach files to tasks that others in your team can see and act on. An example Wunderlist gives is how you could upload a file and attach it to a task asking an art designer to add content. Overall, it will be a useful feature for professionals who need to frequently collaborate on projects that involve media files.

SolarCity to add photovoltaic energy at 7,500 military homes in Hawaii

SolarCity said Wednesday that it plans to add 12.8 megawatts of solar photovoltaic energy to power up 7,500 military homes in Hawaii at Lend Lease-managed Island Palm Communities throughout Oahu.

The communities include Fort Shafter, Schofield Barracks, Wheeler Army Airfield, Aliamanu Military Reservation, Helemano Military Reservation and Tripler Army Medical Center, the California-based firm said Wednesday.

The projects are part of SolarCity?s SolarStrong initiative, which is a five-year plan to build more than $1 billion in solar projects that provide power to up to 120,000 military homes in the U.S.

Thus far, the company said has started on projects that are expected to provide solar energy to about 22,000 military homes when completed.

SolarStrong projects are currently underway in Hawaii at Forest City Hawaii military communities at the Joint Base Pearl Harbor-Hickam in Honolulu, Marine Corps Base Hawaii in Windward Oahu and Navy Region Hawaii in Honolulu.

?Hawaii is dependent upon petroleum for approximately 75 percent of its energy needs, making the military?s further adoption of solar a win for national security as well as the environment,? SolarCity Vice President of Solar Development Aaron Gillmore said in a statement.

William and Kate name new royal heir George

LONDON (Reuters) - Prince William and his wife Kate have chosen three traditional royal names by calling their new new-born baby boy George Alexander Louis, William's office said on Wednesday.

The baby, born on Monday to global media frenzy and third in line to the British throne, will be known as His Royal Highness Prince George of Cambridge, Kensington Palace said in a statement.

All three names had been among the favourites listed by British bookmakers, and the announcement was relatively quick by royal standards; it took a month for the name of Prince Charles, the heir to the throne, to be announced, and a week for William, his eldest son.

George has been the name of six British kings. The last, George VI, was the father of The Queen and reigned from 1936 to 1952.

Alexandra, the female form of Alexander, is one of the queen's middle names, and was also the name of the queen consort of King Edward VII at the start of the last century.

Louis is one of William's middle names, and was the given name of Prince Charles's mentor and great-uncle Louis Mountbatten, who was assassinated by Irish nationalist IRA guerrillas in 1979.

The baby's arrival on Monday triggered frenetic coverage from global media who had camped for days on the doorstep of the London hospital where he was born, as well as celebratory gun salutes and the illumination of London landmarks in blue.

The choice of name, relatively short by royal standards, does not necessarily mean the baby will eventually become King George VII. The queen's father was christened Albert, but chose to be crowned as George VI.

"It's interesting that they chose to go with just three names. It's almost as if the royal family is coming down with ordinary people, who tend to have fewer middle names than monarchs," historian Suzannah Lipscomb, told Sky News.

"It is a name that none can find any problems with. George itself can't be shortened in any obvious offensive way ... They've probably gone for something that is safe."

Some commentators said the names appeared to have no direct connection to Kate's side of the family.

"They've kept it very simple by not trying to represent all parts of the family," royal historian Tracy Borman told Sky News.

"I think there seems to be genuine joy, warmth and good feeling about this birth and the duke and duchess are so popular. People will be nothing but pleased."

The interest stirred by the birth has given a further boost to the royal family after the public's enthusiastic celebration last year of Queen Elizabeth's 60 years on the throne, and Kate and William's lavish Westminster Abbey wedding in 2011.

The monarchy's popularity sank to a low in the 1990s after a string of divorces and the death of William's mother, Diana, after which many said the royal family's response made it appear out of touch with public sentiment.

The left-leaning Guardian newspaper described the turnaround as "an incredible recovery", although its website offered readers a 'Republican' button to block out royal stories.

Most British newspapers devoted their front pages to big pictures of Tuesday's first photocall, with headlines such as "Hello World" and "Our Little Prince".

But after weeks of fevered coverage, the couple are expected to try to keep a low profile. They spent Wednesday at Kate's parents' home in the village of Bucklebury, in southern England.

The royal couple have been living in a remote part of Wales, where William works as a rescue helicopter pilot, but are expected to move later this year to London's Kensington Palace, William's childhood home.

Royal observers say William is determined to shield his son from the obsessive attention that plagued his mother Diana, pursued relentlessly by the media and killed in a car crash in 1997 after her car was chased by photographers.

"William knows only too well that his baby son will be the new favourite creature in the circus he grew up in," wrote Daily Telegraph columnist Allison Pearson. "Every plan he and Kate have put in place is to protect him."

Currituck coach charged with taking indecent liberties

A Currituck High School volunteer girls basketball coach has been charged with taking indecent liberties with a student.

Nicholas Webster Cahoon, 31, of Elizabeth City was charged Tuesday after an investigation that began in May, said Matt Beickert, chief deputy with the Currituck County Sheriff?s Office. Cahoon was a volunteer coach for the girls basketball team, he said.?

Cahoon was released on a $1,000 bond.

Martino to become Barcelona coach



Barcelona have hired?Argentine Gerardo Martino, known as a disciple of the club's?possession-based style, to replace Tito Vilanova as coach, the?Spanish champions said on Tuesday.

The 50-year-old Martino, a Rosario native like Barca's World?Player of the Year Lionel Messi, has agreed a two-year contract,?his new club said on their website.

"The agreement is pending the drafting and signing of the?contract," they said.

"In the next few hours, the timetable of his arrival in?Barcelona, the signing of the contract and his presentation to?the media will be firmed up."?

Vilanova, 44, stepped down last week to continue treatment?for throat cancer after leading Barca to the La Liga title in?his first season since taking over from Pep Guardiola.

Known as "Tata" (grandad), the silver-haired Martino?burnished his reputation after steering Messi's old club?Newell's Old Boys to Argentina's "Final" championship last month?and to the semi-finals of this season's Libertadores Cup.

He made his name as a coach when he took Paraguay to the?last eight of the 2010 World Cup, where they lost 1-0 to?eventual champions Spain, and after quitting in 2011, turned?down a lucrative offer from Colombia.

Martino elected instead to return to Newell's, the club?where he played 509 matches as a midfielder under compatriot?Marcelo Bielsa, from whom he is said to have inherited many of?his coaching ideas.

Essence of football?

He is also a self-confessed admirer of Guardiola, who took?over at German and European champions Bayern Munich at the end?of last season.

"I feel identified with the kind of football Barcelona?play," Martino told Spanish sports daily Marca in June.

"It's the style I like most," he said.

"The respect for the ball, playing out from the back,?possession, interchange of passes.

"The pass is the essence of football."

Martino becomes the fourth Argentine to coach at Barca after?Roque Olsen, Helenio Herrera and Cesar Luis Menotti.

His main priorities next season will be to retain the La?Liga title while leading Barca to a third European crown in six?seasons and their fifth overall.

He inherits a team which has lost several younger members,?including midfielder Thiago Alcantara to Bayern Munich, but has?added Brazil forward Neymar, seen as one of the most exciting?talents in the game.

Club officials have also said they want to buy another?centre back to partner Spain's Gerard Pique and that Paris St?Germain's Brazil captain Thiago Silva was their primary target.

Barca launch their bid for a fifth La Liga title in six?years at home to Levante on the weekend of August 17/18.

'Disney' characters in Cherry Days Parade 'awesome'

I want to thank a group of young people who entered an awesome float in the North Ogden Cherry Days Parade. Ideas floating in one?s head became beautiful, functioning designs. Their combined talents and creativity and their dedication in helping this all come to fruition was nothing short of inspiring. The float was designed with a castle and some 35 ?Disney? characters??princesses, princes, fairies and villains??dancing on and walking beside the float, waving and interacting with the children, ?giving all a wonderfully fun experience. ??

After the parade, the characters went to the Kids Corner at the North Ogden Park, where they played games with and entertained children for another two and one-half hour. ?These young people wanted to create something special this 4th of July, but I don?t think any of them really knew just how special it would turn out. ?

You were awesome! You were marvelous! You were beautiful! ?Thank you so much for the wonderful, ?make-believe? feelings you gave us all.

    London to get stormy as thunder and lightning arrives to break heatwave

    Forecasters say strong and violent storms will mark the end of London?s three-week heatwave which saw the hottest temperature in seven years recorded in the capital.

    Thunder, lightning and hail began overnight and will last intermittently throughout today and tomorrow, coupled with torrential rain and the risk of flash floods.

    The sharp change in weather comes after weeks of scorching temperatures, which yesterday peaked at 33.5C at Heathrow, the hottest day in the UK since July 20, 2006.

    The storms will thunder across most of the country but forecasters say London, Kent and the East Midlands will see the worst of the weather.

    Temperatures will dip to the high 20s and remain very humid in the South East, whereas the rest of the UK will be far cooler.

    Forecaster Brendan Jones of MeteoGroup said: ?In the last few weeks an area of high pressure has hung over the UK creating settled, very hot conditions.

    ?But now air is pushing in from the Atlantic and meeting this humid air, and the combination is causing these strong and violent storms that will last on and off throughout the day and linger into Wednesday.

    ?The main threat is of flash flooding from localised but torrential rain, especially as the ground is so dry and solid it will not soak up the water very easily.?

    He also said there will be plenty of lightning strikes, some of which were captured lighting up the London sky overnight.

    By next week the temperature is expected to settle in the low 20s.
